When you see the pilot light, continue to hold the safety button for about 2 minutes and then slowly release it. I am sorry but I am not familiar with your heater and have no knowledge of an air flow bolt but the mixing chamber/burner must be removed for thorough (periodic/regular) cleaning and a vacuum cleaner often isn't enough.
