what do you mean start it by hand,do you mean if you spin the drum by hand helping it to spin it starts if so you have a bad motor.also next time send the full model number off of the dryer.
if the belt broke it won't start,that isn't a model number?open the door,look around the opening where you put the clothes in and you should see the model number.
Check your power supply/plug in outlet for proper voltage, e.g. 240 volts or 120 volts on portable dryers first. if that checks out, the next thing to check is the door switch, followed by the thermal limiter. Always disconnect power from its source before attempting diagnosis or disassembly.

it's not the thermal fuse,if it was the fuse it wouldn't run.it sounds like you have a bad computer board,common problem with that brand mostly with the frigidaire affinity.
