if you replace the Mother bord you must install fresh windows copy again or at least repair windows using windows setup disc ( this is valid when old and new mother bords are different )

Try to use a metal piece (little screwdriver) to make a direct reset contact on the 2 contactpins where the blue / white wire of the reset button on the mainboard is connected on.
