You didn't say what needs to be cleaned. If it is the straps, any shoe repair shop or any good shoe store should have suede cleaner.
It won't be cork under the bottom and if that is dirty, then an old soft toothbrush with dish detergent would take care of most dirt that you would get on them. You can seal them with something like Klebfast cork sealer to keep the dirt from coming back in at the sole.

It depends on the type you have. Some recent ones have a hinge agat the edge. If you have these, then lift up at the other edge and lift the strap and make it fit before shutting it again. If you have the type that slides, move it to the outside and lift up the strap.

I have replaced the sole on a number of my pairs with EVA, heel material for durability and TOPY. This is the best way to fix them.

I resoled mine this morning with some soling material that happened to be kicking around the house. They are expensive here and it is cheaper to resole. If it is expensive to resole there, why not send them off the island?

Alan, I would suggest using a strong double sided tape in order to secure the insert to the shoe. Scotch makes such proucts and are easily found at any grocery store for usually less than $3 a roll.
You could also try using a velcro strips to keep the insert from slipping as well.
