If there is no separate power supply the usb plug must be used in order to provide power for the speakers, but whether the analogue cable must be plugged in or not will depend on the internal construction and specification of the speakers. I suggest you initially use the usb and if there is no sound and no on-screen instructions, plug in the analogue line. If there is a separate power supply the speakers are probably and either/or design.

Go to the Dell site, and find SUPPORT, then enter your Service Tag number. There you can find what hardware (including sound card) your PC was shipped with. Print or note that. Then go to the DRIVERS section, download the drivers for those specific pieces of hardware and install them.

A unit like this is probably not designed for disassembly or repair. Possibly the grill can be pried off and then access gained from the front by removing a speaker. Or possibly not. Is there a battery back up somewhere on your computer? It could have failed. Or at least something connected with it. It could be an electronic fault. Bad capacitors etc. I assume they have ruled out a virus?

Suggest you abandon the mini-phone jack connection - sounds like a wire is broken in that connector. Use the RCA stereo outputs from your TV into the Dell surround system. You may need a couple of adapter cables to make that work. Take photos of the connectors on the back of your TV and on the back of the Dell Surround system. Take those to an electronics store like Best Buy and ask for help there to get the cables you need (telling them that the mini-phone (headphone) plug is giving you trouble.
