Test the battery with a multimeter. Then test the charger output with the multimeter.

To let you know that it's charging It will turn solid red or change to a different color when the charge is complete I bet if you read the paper work that came with flashlight it will explain the operating functions.

If it doesn't light, the LED flashes and the display shows an error code 9 which suggests a problem with the gas. It sounds like the on/off switch is defective. Unscrew the battery cap to keep the light from draining the batteries.
