Yes and no. First you will need to be able to have enough room to drill the center of the broker bolt. Then it depends on if the bolt broke because of stress or seized in the hole. If you can drill the center of the bolt then you can get a easy-out tool the can extract the bolt . May need to use an anti seize spray to help. Heat may also help you retract the broken bolt.
can it be repaired, yes but at what cost. No oil when running will result in damaged crankshaft bearings, rod bearings, camshaft bearings, you will need ti take engine apart or take to repair shop.
I would swap engines if mounting holes are the same.

That is called 'surging' or 'hunting', and is often caused by an air leak in the inlet manifold letting extra air in. Backfiring can also be a result as a lean mixture (too much air) is suddenly ignited in the exhaust. If it is backfiring through the carburetor, the is usually bad timing.
With a new carb it "shouldn't" be a float or fuel inlet needle valve issue. My first guess is choke plate is closed when it shouldn't be. Try to get an eyeball on the choke plate and make sure its open.
