Like Ray said, you may give it a little shove to see if it will spin. Those units normally control the fan through a temp switch located behind the front panel. If it's like the cozy's I've worked on, then there should be some screws at the bottom that secure the entire front portion of the cover to the furnace. The cover pulls out from the bottom then lifts up. There should be a couple of wires that go to the fan motor. 1 of those wires connects to the switch that brings on the fan motor. That switch may be at fault. Make sure you work safe! Check for power first to ensure the motor has voltage to operate. Check your breaker or plug. You can also bypass the fan switch for troubleshooting purposes only, to see if the fan will work properly. Then cycle your heat, and allow time for the unit to warm. If your volt meter reads power across the terminals at the fan switch, that means that power is taking the path of least resistance, which is thru the volt meter, since the switch didn't close. If you see the volt meter read no voltage after the switch has closed, then the motor should have started. If it didn't, check you neutral from the motor. If that checks out, ohm the motor windings and I bet they are open, which means it's time for a new motor. Always work with safety in mind.
