Just installed Windows7 x64 bit on a new pc.
Lower bit-rate should not be a restriction on use.
For programs one can use the compatibility mode, both the installers and executable files. Click right for the context menu and don't go to Compatibity but Advanced. Choose the Tab Compatibility and select the Windows version that seems to be fit from the list.
The program can not be rewritten. For DOS there are programs like DosBox where you can drag old DOS programs onto. Windows can be installed in separate partitions, the older versions first. Then accessed by Windows boot menu. Another idea is to make a virtual disk and install the old Windows version from there.

Have you went to the software manufacturer's website to see if they have an updated driver for their software/. Have you checked the playstore ? Or windows store or Apple store, whichever applies and just do a simple search in the search box for the drivers...

You didn't bother to mention your operating system, a significant omission. When you look at the link advertising the product which I am including, notice that the versions of Windows which this purportedly runs under stops at Windows Me. As that ad makes no claim that it runs on an OS higher than Me, it is pretty much a gamble and let the buyer beware.
A lot of perfectly fine products get hammered in customer feedback sections simply because some people seem to spend their time trying to kill good reviews. That said, I encounter a lot of complaints about a lack of any customer support at all related to this product. That may be a misperception because one party claimed he was sent a substitute product which also did not work on his computer. So, someone obviously gave a go at trying to satisfy a customer --they just did not provide technical support. That you have the program but have not mentioned trying to contact their technical support is a bit telling.
If you found the programs ran under XP but does not under Windows 7, you either have to run it on an XP system or acquire a version of Windows 7 that supports XP mode and then run the program under XP Mode. You could try running the program in XP compatibility mode on Windows 7 Home Premium and see what happens if you don't have a version with an official XP mode option. I would also run any installation file "as administrator."
When you try to find support for it, you encounter Cosmi and Valuesoft. You can try emailing their support but I am forewarning you that you are likely on your own. I think you have an operating system compatibility problem. If I am wrong, I likely have provided more assistance than the support line. You might comment on how much support they provided.

Have you tried running the application in compatibility mode? In some cases, it helps. Just right click o the icon, and select "Properties". Then Select the compatibility mode tab, ad try changing it to different versions to see if that helps. I attached an image of what you should see when you get to that tab.

Old CD how do I open it in Windows 8? It is c 1994. Need to use it.
it may not work in win 8 but give it a rty
put it in the cd machine and it should auto read and the win installer wizard should take it from there
if it works then click on the program and click on properties and select compatibility -change to win 8
basically there are procedures to follow ( like system manager or open cd in computer manager ) so it may be easier to get some it person to come and help with the installation unless it is a laptop in which case take it all to a shop and have it done

Can I find my father's ancestry on this website?
As with all ancestry that will depend on what records are loaded to the website itself. It also depends too if records have survived or actually been kept. The site should list which archives they have.
However if you have your father's date of birth and any other records in your possession you should be at least able to get his birth certificate. This should tell you who his father and mother were. You can then trace them back from there. Using census and other data which most family history websites will have.
I do recommend you get in touch with any living relatives as they can often provide information and loads of documents (which you can copy) and that will make the job easier.

Windows 7 has compatibility modes.
Windows 7 should read the CD (so let's start there) - is CD damaged/scratch/see-through on any parts? If so you will need another CD. (Or clean download of files from a CD).
IF CD is in good shape - find a WinXP/Vista computer that you can use for about 20 minutes - Copy CD to USB Flash drive (flash drive needs to NTFS format). Verify Files (compare them CD/USB - they should be identical - no other files on the USB drive).
Take USB drive to your Win7 computer - right click Set-up on USB - run in compatibility mode - WinXP or WinVista (either will run Print Perfect Pro).
Follow install - make sure to point to C: for the install and point to the USB drive for where to get data.
