Have you tried charging your tab to full capacity first. You need to plug it into ac mains and leave for a few minutes to allow the battery get some charge on/in it.
Secondly, I am persuaded your tablet PC is windows OS (I stand to be corrected on this please).
Was the system board confirmed fully configured/operational with all drivers installed?
Aside of drained battery in need of charge or boost; suspected fault may have to do with getting your tab PC to initialize boot sequence.
My screen on the HP tc4400 seemed to be black
Of that vintage, could be the back light bulb have burned out or the power supply to them. I'm surprised the HHD is still running on that year model. For the price you can pick one up for on ebay I would replace the the laptop. If you ever have taken one apart and put it back together its an amazing amount of work (see you tube). And while your mashing it all back together there is a good chance it will all short out and be a wash. Put a external monitor on it does it light up? Either way I would get my files off I want off the drive it maybe the end.
2 Compaq TC 1100 - neither boots
Try first to clean you memory using the eraser and put it again. Then u can use flashdrive in installing your windows. It can be that your cd/dvd drive is the problem. Hope this can help.

How do you know the battery is good? does the multimeter really read more than the battery should give, according to what is printed on it?
A 3,7 volt battery, should give at least 3,8, wham not connected. A 7,2 at least 7,4. Because the printed voltage should be on the connector, when you are discharging the battery.
When your charger is blinking, it could indicate the battery is not well. The Ri can be to high or something else, is wrong, and that is ht the charger won't or can't charge.
Cannot open my laptop
The latch is magnetic and if it breaks while closed, it will be stuck closed. To open it, you can slip a business card or something similar between the screen and the keyboard at the corner, just inboard of the rubber bumper and slide it across from left to right (I believe) while exerting a slight upward pressure on the screen and this will open it.
Be sure to replace it as soon as you can to avoid breaking the plastic "Screen Alignment Guide Pins" off. This will happen if the screen is not latched firmly and is allowed to rotate while in the closed position. The guide pins are impossible to get, as they are long discontinued. You would have to replace the entire palm rest to have them back.
Laptop shuts down
From the little amount of information you have given, it could be several things.
One common issue is overheating.
-Blocked fan intake/exhaust holes
-Dust blanket between the cpu heatsink and exhaust fan.
Get the air duster and blow out all around any holes, This is a temporary fix to get you going for a few weeks or more, if overheating is your problem.

Laptop keeps shutting down
Can you be more specific? Please give us a scenario or even a windows version... Is it a fresh install? Is the hard drive full, new, is it a ssd? Something to with with is helpful!
Bluetooth driver
Which version of Windows is installed. If it is Windows 7, which I would recommend, as long as the Bluetooth device is enabled in the device manager then click "scan for hardware changes" in the action tab and it will automatically check windows update for the latest drivers.
Screen goes black after a couple hours
There are a couple of possible causes and solutions... Please give some more info.
Is the hibernation period long enough to allow the TC4200 to cool down or is it just long enough to close the lid and reopen it?
I believe I can give you a definitive answer with more info.

have you tried to charge it. if it will not charge check the charging cord and port. also check the plug that the charger is plugged into
