It depends on the system you are using. It should tell you in the owners manual. If you do not have one, then look here for one.

Not likely, unfortunately. You might try using Google to see if you find any suggestions that help. One advice I saw was to disconnect the telephone line because new messages would record over the old messages on some types of answering machines..

It would help to know the manufacturer and model to help determine what is inside it that might be taken out and checked by a technician. Do you have someone to help open it up if needed to check inside?

Is it a Vtech and not a vetch?

I DON'T KNOW. PERHAPS TRY USING ANOTHER PHONE AS A TEST TO ELIMINATE IT BEING YOURS.
HERE, BELL RUN THEIR LINE INTO HOMES AND HAVE A WEE BOX THEY CALL A DEMARCATION POINT.
MINE IS NEAR MY BASEMENT ELECTRICAL PANEL.
IF YOU HAVE SUCH A CONNECTION, UNPLUG YOUR EXISTING HOME LINE AND PLUG IN YOUR PHONE AT THIS RECPTICLE. IF THERE IS THE SAME NONSENSE
IT IS BELL'S PROBLEM - CALL REPAIR. IF THE LINE IS LOUD AND CLEAR, DON'T CALL BELL AND PAY BIG FEES UNTILL YOU SEARCH FOR THE BAD
CONNECTIONS IN YOUR HOME [ MAYBE A CUT OR DAMAGED WIRE OR LOOSE CONECTION IN ONE OF
YOUR DISTRIBUTION BOXES.
