Either a faulty/incorrect starter solenoid or the starter is the wrong size. Check by measuring if the dog wheel actually swings out to engage with the fly wheel. Are there any teeth missing/worn on the starter ring gear.

The key and the vehicle need programming together at the same time using a professional grade scan tool computer. You need to reset the immobilizer and security system. There are details here. Do you have a voltmeter? If the battery is below 11 volts, the security systems will fail. If the ideas here don't work, you need an auto electrician or an auto locksmith to diagnose and fix. Looking at the wires on the PCM won't help much.
