I have a Celestron powerseeker 127 Eq telescope viewing issues

With the setup you have, you are attempting a magnification of x 750, which is way beyond the capabilities of your scope. A realistic limit to usable magnification is x 250, or about what you will get if you take the barlow off and just use the 4mm lens. The 127mm aperture on that scope does not gather enough light to do more. Even that depends on good seeing, that is, clear air and no light pollution. It is a great shame that scopes are marketed with outlandish claims as to magnification. You certainly will see a magnification of x 750 in daylight, when there is lots of light, but they don't tell you that trick. I have a 200 mm scope, with a practical limiting magnification of x 400, and I find that almost impossible to use. The viewing object is hard to find and keep centred in the eyepiece, it wobbles around, it soon disappears due to the rotation of the heavens, and is dim and blurry. I keep to magnifications of about x 250 max. .

Scope intermittently loses altitude control and slews downward, sometimes out of control.

Assuming the altitude clutch is tightened, the next thing I'd check is the power supply. All these scopes behave weirdly if the supply is borderline. If you are using dry cell batteries, go to a mains supply or a lead acid gel type rechargeable battery of at least 10-12 Ah

Can I use this telescope to view the solar eclipse and if so, how do I do this safely?

Only if you have a white light filter. You can make one or you can buy one, I have done both. Here are a couple of helpful links. The first one explains white light filters. http://starizona.com/acb/basics/equip_filters_solar.aspx This link is a place that sells the material. http://www.astronomyalive.com.au/accessories-14/telescope-accessories/solar-viewing/baader-astrosolar-safety-film-custom-sized-white-light-solar-filter-material.html Cheers .,. My up and down buttons do not work on my hand control ?

These hand controls give such problems if the power supply is not strong. If you are using small batteries put in a fresh set. Preferably, abandon them and use a mains supply, or a strong 12V rechargeable battery such as http://www.amazon.com/UB12120-12V-12AH-BATTERY-VOLT/dp/B007QW7T2M
