You might want to plug it in but not start it. This might unlatch the lock.

First, and for sure, the problem is in the collection unit (CU), not the filter.  Is it possible that something is missing from the CU?  When you remove the CU to empty it, and you lift off the top, a conical yellow part remains attached to the inside of the lid; another yellow part remains in the bottom of the CU, with a big black rubber seal on top.
I think the problem you describe will occur if that black rubber seal is missing, displaced or damaged (perhaps it dropped out with the dirt and you didn't notice).  A healthy seal between those two yellow parts inside the CU is essential.
Please rate my response if this helps.  If it doesn't help, also let me know and I'll think again.

I am going to say I feel you purchased some garbage. There has to be a reason why the owner wanted to get rid if it. You cannot even question the former owner.

Yes you can. Don't dwell on the same spot and drink a cup of tea though. Same as a mop, sweeping movements.

It supposes to work right away once you press the on and off button. if it take long to start there must be a sensor that control the power. it could be something that clog the motor or the filter
that prevent the motor from starting. Make sure you plug the mop in a very good source of electricity.
