Jeff,It sounds like the panel's tabs were wired incorrectly or incompletely. I recommend you get a new solar panel since it seems like only one cell is outputting voltage for you now (2v cell). If possible, have the manufacturer warranty it for you since it should be putting out in excess of 14 volts in direct sunlight on a cold day.Let me know if you have any other questions.Thanks!
