Do not know what brand that is, but you can find choke cables at lowes, amazon .com. or any number of small engine repair shops depending on where you live. An after market cable could be easier to find and work just as well.

How many miles are on the engine? Older, high mileage engine do wear out and burn oil.
Gasoline and oil won't mix in a carburettor as there is no oil going into the Carburettor directly. If fuel and oil is mixing it will be away from the Carburettor.
The first thing to check is the head gasket. Take a look in the coolant reservoir for oil floating on the top. That's another way of checking the head gasket.
If the head gasket is OK it gets a bit more serious. There could be worn pistons ring or actual damage to the pistons or the cylinders.
