Does it have an 'Automatic' Setting? If it does, the issue will be the small lever or IR Sensor that senses paper in the throat to the shredder and turns it on. If it doesn't, the problem will be the switch, or the contacts to the switch. The fact it runs in reverse proves that the motor is fine.
It appears to be a budget end shredder sold at Best Buy, eBay and Amazon so getting spares might prove difficult.

When you have no driver for this Windows version and the former did not work, even in compatibility mode, then try the free program IrfanView. In the File menu first go to Select scanner source. VueScan is also a program supporting many scanners but not free.

Pull the printer out.
Open all the doors and bypass doors.
Remove all inkjet cartridges or toner cartridges.
Remove the paper tray, or trays.
Look for any scraps of paper stuck anywhere, use a flashlight.
Then take a damp cloth with a little washing detergent and clean the transport rollers, all along, turn the roller and do the other sides. Wipe with a wet cloth and leave to dry on its own. This cleans off the paper dust and makes them grippy again.
