Looking at the picture the meter is pretty standard on good chargers and shows the amps going into the battery. As the charger is smart, it reduces the charging amps, so on a 6 amp setting it will show 6 amps at first and slowly drop.
My own charger has a switch for 6 amp charge or 2 amp trickle charge. The meter is dual so one end is high 6 amp charge, and the other end is high 2 amp charge. When fully charged, the needle sits near Zero (0) in the centre like this

Is the down feature not working the one and only problem, please?
What happens 'when using the controller' suggests there are other options, for instance using not 'the (remote?) controller' but rather the controls on the unit itself.

Presume is a smart body scale? On mine you have to tap it with your foot first to turn it on and zero it. Then you stand on it. If I just stand on mine, nothing happens.
Another thing you can try is removing the batteries for 15 minutes. Stand on the scale or press buttons to dissipate the power. Then put the batteries back in. Better to put new ones in as well because powering the display doesn't use much power, but processing your weight does..

The most likely reason is it needs new batteries. The secondary reason would be bad connection inside. A final answer is putting it on a surface that is not flat and stable coupled with a non-distinct switch on.
