Try going back to basics. You might need to tip the whole chair on it's side to access the parts inside the chair. You've checked for power,Yes. You've listened for the motor, Yes. Now move to where the motor connects to the rise and fall mechanism. Work the motor and listen to where it connects to the rails that lift/lower the chair. Is it making strange noises? Clicks, Rattles, buzzing? Is it heating up? Are the rails trying to move but slipping back as the motor spins? Some chairs only use One motor, others use Two so check both if there is two fitted.
