The force of the water spins the arms. Can you hear the pump running? Have you cleaner the upper and lower filter? The lower one can block with fine lint enough to block flow and it the one owners forget because you can't see it easily.

Drop the drain hose down to floor level and into a shallow baking tray. Put the hose back and put a full bottle of 3% Hydrogen Peroxide into the sump of the machine. Leave 24 hours and run a cycle with Affresh Dishwasher Cleaner.

Commercial or Residential?
Residential dishwashers have two filters, a top one that everyone see and rinses out, but these is a much finer one below that in the sump that protects the pump and is where all the very fine fluff collects. No one knows where this fluff comes from, but it is fine enough to severely reduce water flow.
Or the spray bars are blocked. They should be removed every month and checked for obstructions like lemon pips and apple stalks and cocktail sticks. Once again, no one knows where they come from. :>) Remove the arms, (top and bottom, wash and rinse) visually inspect the holes and push debris to the inside. Then flush water in whilst tilting the arm left and right of centre so the bits come out of the main central fixing hole. Then run water down the fixing hole and check it is coming out of the washing jet holes. The ones on the end provide the rotation, which brings me to...
Make sure the arms rotate freely, check before you remove them. They aren't motorized, they work by the water flow pushing them. They should spin at least a couple of revolutions with a good push.
Finally, water softness, descaling, detergent and rinse aid are all important. The machine has to be clean before you start washing, food and food debris should be removed and preferably given a quick rinse before being stacked in the dishwasher.

I have a G851sci dishwasher. I finally found what the issue was when the End, Top Solo, and Start LEDs flash on and off randomly. It has to do with the wash cycle selector knob. This knob is connected to a 12-position rotary switch mounted on the circuit board inside the control panel. The problem is that the switch contacts are oxidized and are not making good contacts. So to fix this, you have to remove that circuit board from inside the control panel. I won't go into details on how to do that but once you have it out, you'll see the rotary switch made by Seuffer, a German electronics company that no longer exists as Seuffer. Luckily, this rotary switch can be taken apart without removing it from the board. There are four clips that must be bent out to remove the top part. Once you have this open, take a very fine 600 grit or higher sandpaper and remove the oxidation from all the metal contacts that are in there. Do the same for the wiper on the knob side that you pulled off. Once that's done, use a cotton swab with alcohol to remove dust and debris from the inside amd off the contacts. Now simply reassemble everything. This issue should now be gone. This issue is related to F03 fault code. The service manual, which you can find somewhere off the web, explains how to extract the fault codes from your machine. Hope this helps.

That sounds like a control board failure. If you can find it, disconnect and re-make the connections. Due to the cost of control boards, I always suggest dealer service to get the correct diagnosis.
