The date of manufacture is determined by the SERIAL NUMBER on the appliance. This dishwasher was manufactured by Whirlpool. The following link explains how to determine when it was manufactured:
The serial number is usually located somewhere around the door opening. The first two numbers in the serial number identify the WEEK it was manufactured (52 weeks in a year). The second DIGIT in the serial represents the YEAR it was manufactured.

There is normally a D-shape that has to be in the right orientation on the spindle shaft.
Some have a small recessed Allen screw or a way to adjust. They are all a tight fit.

If it is doing when it is washing, then it likely to be a problem with the pump, but it might just be 'hunting' because the filters are partially blocked. There is the filter that you can see easily, but there is a fine filter underneath that blocks with fine grey lint.
Water left in the bottom can be caused by that because the drain pump is past the filter and is on a timer.

The most likely reason is that you have badly routed or partially blocked drain.
Or the pump is not working as well as it should.
Make sure the filters are clean. There is the main one that you can see, but there is a very fine filter under it and that one blocks with lint, which can reduce the flow by as much as 75%.
