The most likely reason is that you have badly routed or partially blocked drain.
Or the pump is not working as well as it should.
Make sure the filters are clean. There is the main one that you can see, but there is a very fine filter under it and that one blocks with lint, which can reduce the flow by as much as 75%.

Try a power disconnect from the mains for 5 minutes and then plug it back in. It that doesn't fix it, the problem will be the main control board. Many parts are obsolete.

Is there by any chance a floor tile 4" out from the dishwasher front? If so, try lifting the front with a crowbar or long screwdriver.
Did you disconnect, inlet hose, drain and power? They may have been installed tight, or clipped.
