your best bet is to take it to a Gary Fisher or Trek dealer (Trek owns Gary Fisher, Bontrager and Klien) They should be able to quickly tell you what year it is.

How do you adjust the seat
Hi there Vriddick
To adjust the seat for height, there is a locking bolt on the seat post, below the seat. Loosen this and the seat should drop down the hole. Lift it up to your specified height and tighten up the bolt. You can also use this method to adjust the direction of the seat in relation to the handlebars, left or right.
If you need the seat adjusted for its angle. Under the seat itself are two bolts clamping two large circular bits of metal, undo these bolts and tilt the seat downwards or upwards, retighten when you have it just right.
How to change ball bearings on a crank assembly
To be honest, without knowing what kinda of bike you have, I would just be guessing. Since this is an old unanswered question, I would suggest watching Video's from RJ the Bike Guy and Bikeman4U on YouTube. They show you how to disassemble and rebuild Bottom Bracket, which is what you are really asking for help to do. Disassembly is very important to know, as for older bike have stuck or seized fixed cups.

Bottom bracket need replaced.
needs a
impossible to tell you without knowing the bike brand and model and year, although you have provided that 1999.
If you take into a bike shop, which is the usual place to purchase the parts you need, they will be able to tell you what size Bottom Bracket will fit your bike, also what options you will have for replacement cranks and bottom bracket. This could be a very complicated issue when replacing with parts that are 11-12 years newer, the shop will be best equipped to give you all your options.
