I have the exact same swing with the exact same problem, sometimes it will come on and sometimes it does absolutely nothing. It has made me very angry because i took it apart and cleaned the internals up, when i put it back together, it worked fine until my baby wanted to swing the next day, and then it refused to work again. Now the pile of junk is sitting at the edge of my yard after i slung it out the door. My advice, Throw it in the trash where it belongs and go buy a different brand because Graco is TRASH.

Your probably gonna have to take the strap completely out. There is no half way to un-twist it.

Press the button in BUT then ALSO slide the whole 2" inch black plastic section downwards towards the floor. It then collapses/expands out ever so easy. I was ONLY pressing the button in instead which is why it didn't work.

there is a slide button on the top of the leg on the right hand side as you stand behind it
it can be a bit sticky just wiggle the leg a bit but don't force it

pull the leg open and it should click to stop it closing and the reverse for closing the leg

Just a random guess, have you tried the hardware store? My experience is hardware stores are pretty terrible when they are larger, but if you go to an ACE hardware or similar, they often have a nice selection of screws, nuts, bolts etc. If you have some like what you need, take them with.
