Hi, the handset is not registered with base, to register please follow this process:1. On handset press Menu/OK.2. Press cursor up or down to choose "Register HS", then press Menu/OK.3. Press Menu, 0, 6 on the control panel of base unit (MFP)4. Press OK on the control panel of MFP.You should hear one long beep when the handset is registered correctly. If not (three short beeps) repeat steps from 2 to 4.

Good question but no 'make model (what it is). Base units have an antenna, make sure it is extended. Make sure the batteries in the satellite hand sets are good as they send out the signal to the base unit to be 'in range'. Not sure about the PIN request, refer to the manual. They are all online.
