When units like this stop when they are being used, it is normally due to overheating, or the plug to the extension lead has come loose on the short tail from the machine! How do you change the sandpaper on a Black and Decker 7404 finish sander?
Insert the screwdriver tip into either tensioned end clip and lift the screwdriver upward to bind the clip and spread the sandpaper opening. Slip the end of the new sandpaper piece approximately 1/4-inch into the clip and flush with each side of the sanding pad.

most likely the threads are rusted and the retainer nuts are turning in the plastic cover
you may have to take it in to a mower shop or get drastic to get it apart
