You don't mention what make / model you have. Try turning stroller upside down ( without baby in it *-) ) and spin each wheel to see if it runs freely. Try to rock the wheels from side to side to see if there is any play in the axel. On a flat smooth surface do all wheels touch the ground? If the front wheels swivel do they rotate freely without any side to side play? Some strollers have nuts you can adjust others just have Silver domes. Try tightening nuts till wheels get tight then back off just enough so they spin freely try taping domes on tighter using a large socket from a socket set and a hammer so the pressure is around the edge of the dome and not in the centre where it would dent. Silicon spray is the best lubricant for strollers.

Follow instructions below;

Stand the stroller upright, and ensure that the brake is on while you are attempting to recline the stroller.
Locate the red buttons located on each side of the stroller. The button will be where your child's elbows would rest.
Press the two red buttons on each side of the stroller in order to activate the reclining function.
Lower or raise the back of the seat to the desired position.
Remove your hands from the buttons, and ensure that the seat is steadily in place by placing your hand firmly on the seat back.

Hi, you have to remove the bumper bar and the hood, then click the toddler seat into the opening that the hood goes into, once in, you can then refit the hood but you are unable to use the bumper bar with the toddler seat in position.

Bertini is made by IGC Dorel their Austrailian web site has no downloadable manuals and only a phone number for customer service 8-(. Their New Zealand branch does have an email address for service. c[email protected]

Your best bet is to email them and see what they recommend for how to get the parts to you, they will have some solution or will know of a distributor closer to you...

Ok you should be able to get that part, it is the brake engage mechanism by the sound of it, but we can figure that out for sure.
