You have to use itunes to turn it into a ringtone. You can either pay itunes the fee to do so, and then it will transfer to your phone, or you can search the apps for "ringtone maker" and get an app that will allow you to crop any of your songs into a ringtone. It will be available on itunes next time you connect your iphone to Itunes.

To do this,

1. Connect iPhone to computer.
2. Open iTunes
3. Click iPhone in left pane

Make sure the screen is clean and then do a hard reset. The issue may also be because you have too many apps running and the system resources are slow to act (had this happen to my phone many times) A hard reset will help with the slowness..
