There are many reasons why a dehumidifier willnot work or collect water.
Here is a tip that I wrote to help people to figure out what is going wrongwith their dehumidifier

Yes you can if hot water tank you will need to go file for a homeowner permit and pay a fee and after you have installed you will need to call plumbing inspection to come to inspect

This can typically be caused by two items, low refrigeration gas or insufficient air flow. I would shut the unit down, unplug it and let it set for a day to thaw out. Clean all the air passages and replace the filter. Plug it in and turn it back on. If it continues to freeze you probably have either low refrigeration gas or a fan that is not operating properly.
