Take a can of air and blow off the fans. One inside the little metal box called a power supply inside the main case.
Also the cpu has a fan and heat sink on it that gets dust built inside and needs cleaning.
Warning, always unplug the power cord. Make sure you are touching something metal in the case while touching the inside of the PC. It can protect it from static shock.
Also never shake an air can. And don't spray while it's upside down. The liquid can seriously burn you.

To activate the BIOS utility, press <F2> during the POST while the
computer logo is being displayed.
To set the boot sequence in the BIOS utility, activate the BIOS utility, then select Boot from the categories listed at the top of the screen.
You can then choose the order in which the BIOS seeks bootable media. For your purposes the optical drive needs to be the first option. Do remember that during the boot sequence there are only about 5 seconds where it will say "Press any key to boot from CD......" after which it will revert to booting from the hard drive.

Sorry to hear about your computer problems.
If you are re-installing your software from a factory partition and you are hanging up in one of the processes, chances are good that you have Bad sectors and blocks on you hard drive.
This partition is a reserve and if damaged, will be useless.
If the system hangs, your information will still be on the drive.
Find a 64 bit version of win7 and try to repair.
If you have a USB external drive, you can transfer any needed data to it.
Also, if you have a emergency boot disk, you may be able to restart unit to retrieve data.

could be what they call the INVERTER behind the screen has shut down,try putting your pc to another monitor useing a vga cable.if the monitor shows your windows then you will know if your screen has gone.or the inverter.

Unfortunately for Toshiba you will need the restore disks from Toshiba. You can go online and purchase the Disks.
Option 2
1 - Use your old computer to download software so you can retrieve your Windows KEY, unless there is a sticker on your computer that has it printed.
2 - Download a correponding version of windows on the internet and use your key.
3 - After install, you may have to go to toshiba website and download needed drivers.
This should work just fine.
