I have the same thing .. lock button is stuck down Would getting replaced the actuator/solenoid help me with that? It isn't electrical? If the lock button is stuck down then you need a new switch.

stuck. You can disconnect the vacuum lines and see if one still has pressure when the engine is off. The solenoid that runs to it is probably open. You may be able to work some WD40 into the solenoids
