gm is notorious for this I had the same problem and the mechanic wanted to replace the relay. Turned out to be the wiring harness was burnt not the relay. I made him take out the new relay and put the

harness replaced. The fuel pump is held in place with a rotating ring, this has a locking detend and removed easily. With a new seal, the ring is more diffiuclt to rotate to the fully closed position.
