HAVE A 1999 TRACKER. IT IS GETTING VACUUM TO THE ACTUATOR ALL THE WAY BACK TO THE FRONT DIFFERENTIAL. NO LEAKS IN ANY TUBES OR HOSES. THE FRONT DRIVE SHAFT SPINS BUT DOESN'T ENGAGE IN THE DIFFERENTIAL
