BTSI (or brake transmission shift interlock) solenoid. After the car is started, the brake pedal must be applied to activate a solenoid which unlocks the shift cable to the tranny and allows shifting.

BTSI solenoid clicking so I looked and I could see this small bar begin to retract into the solenoid when I pressed the brake pedal, but did not go all the way in. The car would not shift out of park.
