2001 Beetle Air Conditioner not working. The Air condition will not blow out cold air. The compressor doesn't seem to be kicking on. check fuse; have feon checked

My daughter's 2003 VW Convertible Beetle blows cold air at times, but sometimes it is just hot air. Any suggestions? make sure the cooling fan is working . its located next to the radiator fan.
