What i think your saying is that you purchased a brand new cooktop and their is no cable with it to connect to the power supply?
It doesn't have to be there sometimes it is and other times their is just a juntion box and you need to run the house wiring into the junction box

Hi,
I have found them both ways....are there wires hanging out or is it ready to be direct wired... this is often the clue to whether the BX is included or not...if you have wires then there should be BX... if not wires then they are planning on it being direct wired by your electrician...

Once burner lights the "clicking" of the ignition

The most posible cause is that the ingiter have been mositure probably from a water leak and have be short the wires of the ingiter. Their is a small chance that it will dry by it self and be normal again. If not you can remove the top and reach for the ingiter, is a plastic box with a lot of wires in and out and with hair dryer you can try to dry it. If it still sparking again then you need to replace the igniter

the burners are halagen they are supposed to work that way but dont use them without a pan on them to reflect the heat back to the sensor to prolong their life
