I am installing new 7310 phones on new extensions. I have no outside line capability or intercom button. I can program (by the manual) everything else but cant figure out how to set these 2 things

Wow, you should get 2 lines and at least one intercom by default. Lines are assigned in most Nortel systems in Terminals & Sets. Your COPY command is your friend. Just pick a phone you wnat to emulate and copy it to your new set.

Go to 7310 set you wish yo program leave handset on hook push feature star 3 then the button you wish to program then feature and
the code you want ex:feature 0 is speed dial that key will now be
programmed for speed dial. You cant program line keys or intercom keys.
You most likely need to call in your tech who looks after the programming there. Needle in haystack, sticky button, bad programming, glitch in system, answer dn etc.
Press feature *0(button inquiry) then your intercom button(last or second to last on the right row of 5 buttons). It will display your intercom number and name if programmed.
It sounds like although they're labeled as line buttons actually they're programmed as station buttons.
If you press feature *0 and one of the buttons it will tell you what the button is programmed as.
Also did you try pressing the intercom button then dialing 9? that might be the way the set was programmed.
Programming is done on 7310, 7324 and 7316 type sets.
Enter programming by pressing the feature key followed by **266344.When prompted to enter the password enter 266344. The screen should say TERMINALS&SETS. The 4 top line/feature keys are now used for programming. At the terminals&sets prompt, press the show key (top right arrow).
The display should now ask for an extension number. Enter extension number you want to change the name on. Press the show key (top right arrow) The display should say LINE ACCESS Press the next key (bottom right arrow) . The display should say CAPABILITIES. Press the next key (bottom right arrow) . The display say Name. press the Chng soft key. use the dial pad to enter the name. advance using the arrow soft key to go to the next letter ex. Bill = 2,2 -> 4,4,4 -> 5,5,5 -> 5,5,5 Press the next key (bottom right arrow) to enter the name. Press the release key when finished
Do Feature **CONFIG, go to CONFIGURATION, select the second option, should say Line something, keep scrolling and it will say I/C: #,. press change, you can have a max of 2 Intercom keys, if you need other info, go to youtube.com and search for "thenortelguy"
If you plug the phone in and it comes up with a display, then it has an extension.
To find the extension number of the phone, press Feature * 0, the display will say "Inspect" Now just press one of the intercom buttons. It will display the extension number. When done hit end.
