The key contacts are dirty on those keys. The contacts are conductive rubber "pills" in silicone domes that are pressed onto circuit traces an a board under the keys. One can clean these using ONLY 99% isoprophyl alcohol and Q Tips, HOWEVER: the disassembly to access the contacts is NOT for the inexperienced person. Each key has TWO contacts and one makes before the other and that is how they measure key velocity. When one contact fails, then maximum velocity usually results. You best take this to a repair shop and have all key contacts cleaned. DO NOT use normal contact cleaners as that will destroy the contacts.
The strip would be for "after touch" and should NOT affect volume for individual keys. After cleaning are ALL the keys loud now? If so, possibly one of the cables did not seat properly from the keyboard. Since it played fine pressing the domes with cover off, I would expect there MIGHT be something holding the keys part way down mechanically. After cleaning are just the same two keys loud?
