If you changed the filter than water may not have made it to the icemaker yet. If you have givin it 24hrs than check these.
There are only 3 things that will prevent an icemaker from not making ice.
1) Temperature in freezer. Most icemakers require that the temp in the freezer is at a minium of 6 degrees. If the thermostat in the icemaker is not reading this temp or below it will not let the icemaker call for water to make ice.
2) Icemaker. Is the arm on the icemaker in the correct position. Most models the arm should be down to operate and up to be off. Faulty icemaker. The internal components of the icemaker may have went out.
3) Water inlet valve. If the silinoid for the icemaker on the inlet valve is stuck it will not allow water to the icemaker. Over time inlet valves wear out.
Troubleshooting- Check the temp in freezer. If not 6 degrees or below you have another problem with your freezer. If at 6 degrees or below and you have ice and water through door unplug fridge, switch the two hoses from the inlet valve (NOT Possible on all inlets so check to make sure you can remove the hoses by pushing in on the cylinder that hose feeds into and pulling hose out) Switch the hoses than press the water through door feature. If you get water inlet valve is good. If you dont have ice and water though door than have your inlet valve tested. If inlet is good and temp is good replace icemaker. First thing to check is to see if the optics are working properly. This is the red flashing light on right hand side of freezer wall. Close the flipper door, be sure not to block the beam, and the light should go to solid red. If it does then the optics are ok. If it continues to blink then that is your problem. If optics check ok then pull ice maker out and remove the white plastic cover. It just pulls off. Look at the center of the gear wheel and see if one of the plastic tabs is either broken or if they are sort of twisted and touching eachother. If any of these things with the gear have happened then that module will need to be replaced along with the ice maker thermostat. If your not sure how to replace these parts then just replace the whole ice maker. That is much easier and not much more costly.
After changing the parts or the ice maker out follow these steps to start the ice maker thru a cycle. 1. Remove the ice maker from the cradle but leave the harness connected. Remove the front cover from the module. Unplug the refrigerator. Get a small jumper wire with bare ends and jump T and H on the module, leave the jumper in and set the ice maker on the shelf. Close the door. Now plug the refer back in and wait 30 seconds. Open the door and the ice-maker should be cycling. Remove the jumper, put the module cover back on and set it back in the cradle. The fill should take place when the ejector blades reach the 12:00 position. Follow these steps exactly in order

take out the crisper drawers and see if the water tank is frozen is the light on the dispencer lighting up when you depress the paddle and look up in the dispencer to see if the acuating paddis broken we will go from there

I just used the hair dryer and it worked the water is flowing again out of the dispenser

The refrigerator has a dual water valve. The water dispenser side of the valve may be defective, but, my experience has shown the problem to be in the water reservoir, located in the bottom of the fresh food section, which, might be frozen or the water line through the freezer door is frozen. Scenario #1: Remove the kick panel, disconnect the water line from the fitting. Have someone depress the water actuator, while, holding a cup to collect any water which may come through the line. If water comes through the tube. The problem is a frozen water line in the door. My best advice for this problem is to remove any frozen goods from the door. Take a piece of cardboard and seal the freezer section of the refrigerator with any kind of tape. Make sure you tape the door switch in the closed position, so, the refrigerator will continue it's normal operation. The frozen goods will remain frozen and the fresh food section will be okay. Leave the freezer door open. You might want to put a towel under the door. The water line will thaw. It might take 15 minutes. It might take 3 hours. Periodically check the water dispenser operation. When the water flows remove the cardboard. Scenario # 2:if, after disconnecting the water line and depressing the water actuator there is not water. The reservoir is frozen. Use a hair dryer to that the reservoir. You will have to remove at least a couple of crisper drawers to perform this action. The cause of a reservoir freeze is too little stuff in the drawers or too low a temp in the crisper drawer area.
Hello nott225 - The issue sounds like it might be related to the temperature in the freezer. What is it set to? Make sure that the temperature is approximately around 8 degrees Fahrenheit or lower. If the freezer is too warm, the ice maker won't cycle properly. If it is properly set, then consult a professional to accurately pinpoint any potentially more serious issues like a faulty ice maker valve or even the ice maker itself.
