When I had a similar problem just with tasks, here's what worked for me: I was getting a Hotsync log every time reporting a number of OLERRs regarding tasks, so they wouldn't sync. After trying the simplest "fixes"--retrying hotsync, exiting/restarting Outlook and retrying, rebooting and retrying--I opened Outlook 2003 again, created a new temporary task folder (I called it "temp tasks"), then selected all the tasks in my main task folder and cut them (Ctrl-X) and pasted them into the new temp folder, meaning I no longer had any tasks in the main task folder. I then did a hotsync, and just like that, all the tasks were copied from my Treo 650 back into Outlook with no errors being reported. (Were there any tasks NOT hotsynced over, I'd have manually move3d them from the "temp tasks" folder I created.) Simple, crude, and effective fix--you might want to try that on a larger scale with each item type in Outlook that's giving you trouble when syncing. It's tedious, but not too bad, especially compared with the alternatives.
Try to change conduits to hotsync with PDS, if it will work then the problem is with the MSOutlook.
