What is a device? did you mean PC, a collections of devices and chips:? a PC Is not a DEVICE it is a system.(or machine)
why in the world not buy a new battery first? if charging fails.
mine sometimes go bad even 1 year old, when I abuse it. and
I fully expect that, if you read the battery makers pages, youd learn how that happens' (cycling the snarf out of it)

IF the Pc does not run with the battery (main big) out !
the power pack is bad. the PC will run forever on AC power, a fact, !!! I do so all the time,
or even the wrong AC pack used, (mixed up with other pc:)
get a new pack, get one matching your systems, needs (watts)
the laptops can come with 5 processor options and 4 graphic chip options, the worse mix is 100watts, HP will tell you that match.
but only if YOU tell your full service tag data....
that magic, nnnnnnnABA# number tells the HP pro what is inside this laptop and what power park is right
or just buy the 19v, 100watt pack.

Take the battery out. Unplug the charger from the computer. Press the On button for 30 seconds. Then plug the charger in. If it works, then put the battery back in and you're in business again.
The controller gets locked up sometimes, you need to clear it out and let it reboot like that....

If the battery charged in another system, but not in yours, then most likely you are looking at a motherboard replacement.
Average cost for motherboard is around $200, if you have it installed by a technician, another $100 or so.

It sounds like you have a faulty power jack, and possibly a dead battery as well. You should take it to a person you may know that can order and solder a new one in or take it to your local electronics repair shop. I do repairs like this on a daily basis for my computer business.

I had the same problem on my CQ60. HP battery test showed one or more cells not working. After spending about 2 hours talking to some guy in India,or somewhere, he came to the conclusion that my battery was bad. HP sent me a new battery, which fixed the problem.

Problem description:The battery charges only when the laptop turned off. The battery charge LED lights up as normal and the battery gets charged to 100% while the laptop is off.
When the laptop is turned on, the battery charge LED goes off even if the adapter is still plugged in.

2. There is a slight chance that you have bad battery. Test the laptop with a know good battery and replace the faulty one if needed.
3. The battery charge problem could be related to the power jack. Maybe the jack is broken or not making good contact with the motherboard. It is necessary to remove the motherboard and take a closer look at the power jack. Resolder or replace the jack if needed.
4. If the power jack is in a good working shape and new power adapter with battery do not fix the problem, most likely you have a faulty motherboard. Replace the motherboard if needed.
