Fixed old office computer with this trick!
To fix problem with 515-Fan not detected.
Recently I replaced the power supply on my HP 7900 desktop from standard 240 watts to 680 watts.
When I rebooted PC Error 515 Fan not detected in the old power supply.
The motherboard controls two fans, one for CPU and other for power supply,
So what I did was to find an old fan with 3 pin plug or four pin plug and plugged it to the brown 4 pins socket on motherboard where the original fan plug, power supply was fitted.
Rebooted and problem was fixed.

SOURCE: hi, my HP Pavilion
1) It might be a motherboard problem, you may have to change a suitable motherboard
2) Try reset your motherboard to default setting,
3) if your motherboard do work, get a old PCI display card if possible. Try to get a display
4) go to HP website to get your latest bios to see everything is in place

It sounds very unlikely but it does sound like the harddrives crashed and need to hard drives in both. That would be the cheapest route but if not the hard drive then it would be the motherboad not sending power to the harddrive.

Usually answered in minutes!
I am currently running a MS-7500 and have the same issue, I doubt very highly it is the mobo's as there are many different mobo's this is happening to. I do not have the answer to fixing this problem yet, However! I can tell you that mine did not start showing this error until I reset my BIOS after installing mobo into a new case and a new windows install, then error message and blue F1 Boot before it lets me boot up. Someone has the answer to fix this issue, sorry it was not me.

John Lakka's fix worked. I thought about doing that, and after reading his suggestion, I thought, give it a try. Works perfectly. I did have to use a 4 pin fan, but it's working like it should.
