Hi and welcome to FixYa, I am Kelly.
Take the sump apart from the inside of the tub and clear the debris from under the lower wash arm support. (remove the wash arm support and clean inside) There is a plastic ball in there that moves side to side to pass water to the upper wash arm. The ball is not moving due to debris.

    I'm now soaked, but I was able to determine that the lower arm isn't turning. There's a LOT of water coming out, but it doesn't move. The upper spray arm doesn't seem to be moving or spraying water properly. It does move freely

Assuming top spray arms are clear of debris It sounds like your pump/motor assembly is bad and needs to be replaced.Thanks

The top washer is not spinning

Look at the top spray arm and see if it moves freely. Inspect the middle part of the spray arm. Sometimes a tall dishes can prevent the arm from moving. Put the spray arm at 12 o'clock position and have a cup right side up in the dishwasher. Run a cycle. During the cycle the cup should be filled to the top with in 20sec and the spray arm should have moved from its position. If not then change out the spray arm and Delivery tube.

Hello,
Either the delivery pipe to the top spray arm is blocked or end of arm is split or the spray arm holes are blocked.Check for physical obstructions around the arm.I take it that the bottom arm is ok.The other problem could be a fault at the main wash pump.

7-8 year old KitchenAid washes dishes on bottom, but not on top

Position the spray arms in a certain position. Activate the dishwasher for a few seconds and then examine the position of the spray arms. If the upper spray arm has not moved, then either there is no water coming to the spray arm or the spray arm is clogged.

Top rack not cleaning properly, not sure if top spay arm is working ?

Ensure that the spray arm is movable. Inspect the spray holes in the top spray arm. If clogged, clean the openings. If no clog, position the spray arm in a certain position (e.g.: arms facing front and back). Then activate the dishwasher for a minute or so and open the door to determine if the spray arm has moved. If not, there may be an issue with the water feeding to the spray arm (typically via the water pump, etc.).

Du1145xtpq top spray, and upper spray arm don't

sounds like the chopper is plugged or broken. remove the lower spray arm by holding tab with a set of plyers and turn spray arm counter clockwise. then where the middle spray arm attaches at the back of tub remove screw. turn the housing on pump to the right side of the machine( its easier to pull top rack out a bit so that whole housing can move) it will turn a little bit to be released from top of pump. then take out the torx screws that hold the housing and filter on. in the sump there will be one or two more smaller torx screws remove those and remove coverings to the chopper. check to see if the mesh is plugged with food and other things. clean. also check to see if blade turn with the motor impeller. if not then the chopper needs to be replaced. good luck

Equator PLS600 spray arm will not move.

Problem solved. Removed spray arm assy including nut (attached to body). Manually moved propeller inside water inlet. This freed it up enough to get her working again. Apparent cause was enough debris in chamber to cause it to seize. Note that this fix was preceded by the famous WikiFix of filling chamber with baking soda then topping it off with white vinegar, left overnight. Also note that the above manual movement of the propeller was done with the machine on (not recommended) at the point in the cycle where the spray arm should have been operating.
