You dont have to have a sim card in the phone in order to turn it on. It should turn on and usually it says the name of the carrier when the phone turns on

Sounds like the phone hasn't been unlocked properly. I had a similar problem and eventually just changed my sim to the original phones network. This solved all problems but i don't know wether this is the full solution to your issue. I tried to help best as though dude.

on T-Mobile UK the default sim pin code is 1210 , or is that not what you mean , if not can you please comment on what you are trying to do with the phone .
