Bought a laptop of someone the make is a dell i will describe to you everything it has written on it top left hand corner it says Inspiron 6400 with a button next to it saying media direct in the bottom right hand corner it has a sticker saying it is designed for Windows xp and windows vista capable my problem is when i purchased it the previous owner has not removed his name as the main account holder and i can not add myself as an administrator i need to know how to get rid of all of his details of this computer or even if you can tell me how to reformat the laptop i no how to reboot it but i just want to get rid of all his data and details from my newly bought computer which at present i am regreting buying if u can tell me how to reformat it you are going to have to talk me through it on the email step by step thank you

You are asking a whole lot here.
From what I understand, you are running Windows XP. The previous owner has not removed his name from the system.
You want your name to show up as a user.
You want the previous owner's info gone.

Do this:
Go to the control panel and to the Users icon. Create a new user (you) as an admin.
Now log off of Windows and log back on as you. Go back to the control panel and the users icon.
Click on the previous owner's name and choose "delete account." Do not save the data. Just choose delete.
This will delete the user and all his data.
This should do it for now.

When i turn it on it goes to the dell screen but then immediately starts flashing a little rectangle in the upper left hand corner and the screen is black

Here are my recommendations for this issue:

1. Reseat the battery.
2. Remove All External Components
3. Check the battery connectors on the battery and the system. Examine the connector on the battery and the system. Make sure that there is no physical damage and that it is clear of debris.

How toturn on wireless in dell inspiron 6400

you should have a key on keyboard in lower left corner by windows key that says"FN" then hit "F2" that should do it, if that is not the case then there should be a switch along the edge of machine
