This could only be caused by a couple of things. The message center number in the handset may not be correct, which will cause the messages to fail. The other possibility is that the feature is not active on your account with your wireless provider. What you need to do is test a couple of things. See if you can send a text/sms message to yourself, in doing this you can verify that you can not only send, but receive text/sms messages. If you cannot send, or receive text/sms messages, then that verifies that the message/service center number is off, and will need to be corrected. If that works, and you can receive text/sms messages, then your service center number is correct, and you will move to the next troubleshooting step, which is to test your web browser. If you cannot launch the web browser on your handset, then this is an issue, because the MMS service requires that you have both SMS, and web browser service to send a MMS message. If you can access the internet and you have the ability to send/receive text/sms, then you need to call your service provider as the issue may be with their service.
Have you tried the SIM in another handset? Have you reset the handset to default (carrier) settings? If outbound SMS does not work even in another handset, it is more than likely an incorrect routing table entry on your providers end. I had a similar issue where I could not be contacted from one certain network after a number port to a different carrier. The old carrier missed the routing table entry and all my calls from the network were being directed to the wrong IP/Destination.
If you have problems sending or receiving SMS on your phone, some of your phone settings are probably incorrect. The settings are different for different operators, and we recommend that you contact your operator for the correct SMS service centre setting.

Your problem is very likely to be about your GSM operator, not your SGH-L700. Contact them and get the details about the number of their SMS center and other important stuff; then go to your phone's "Settings" menu, be sure to enter the correct data.
I'm using also smslib and nokia 6020 phone for sending and receiving SMS, but i've some trouble with reading messages, would you please tell me the configuration for the modem, i used this one : ModemGateway gateway = new ModemGateway("modem.com4", "COM4", 4800, "Nokia", "Nokia 6020", srv.getLogger());
