That line should be longer, it contains the filter which is the pick up, and should rest inside the tank fully,, see if its possible to pull that line farther into the tank, its not going to start until the primer bulb fills
I'm referring to the line without the filter. I'm thinking that line should go into the tank a few inches so that it's submerged in gas.
on small engine motors you have a return line ,, thats probably what your referring to,, if the filter line is in all the way , what your problem more than likely is, the bulb actually has gone bad, they are known for cracking around the lip where the metal retainer holds them on, and if thats the case, its just not able to **** any fuel into it, you can get replacements at Home depot or any home supply store, they are a couple of dollars , and easy to install

There are usually 2 lines from the fuel tank. One is the supply which has the filter on the end of it inside the tank. The other one is the return to the tank and it doesn't need to be in the fuel. It returns fuel from the primer bulb after the bulb has started pumping fuel. On my trimmer, it appears that there is a restriction inside the casting on top of the Carb that feeds fuel to the bulb. My case is not solved yet.
