Hello, you are experiencing this because of the Boot priority setting in your bios. Your computer has been set to boot from your hard disk first and so it will never try to boot from a CD when it starts. There are 2 ways to fix this:
1. Go into your bios (usually by pressing F2, F10 or Delete key as your computer starts) and set the boot priority to check CD or optical drives first. Consult your PC manual if necessary.
2. Press F12 when your computer starts, this will bring up a menu to select boot options. Choose your CD drive.

You can try removing the ram to see if it's faulty otherwise I am afraid you are unlucky because could be a motheroard problem so the only solution is to bring your laptop to repair service.

Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. Try clearing CMOS. Take the battery out and press and hold the power button for 30 seconds. If that doesn't work disconnect or change out drives and memory one by one until you find the reason your pc won't POST. Once you can at least get to BIOS you've found your problem.

Check the jumper settings in the back of the drive, by the power cable. Make sure your cd/dvd drive is set to SLAVE, with your primary harddrive as MASTER. Check BIOS settings, specifically your boot order, choose which drive you want to load first (usually HD 0), save and exit.
That's just the basics, though.
Another possibility is that you might just have a paperweight ;)
If so, try another drive.
