A Reset of your Pocket PC is equivalent to "Restart" of a desktop computer. Carry out the Reset only in such unusual cases as when a button or tapping the screen does not respond.
When your Pocket PC is reset, no data will be deleted. All stored information like Addresses, Contacts, Tasks or Programs are still stored in the Pocket PC memory.

Try going to the website of your Operating System (ie, Windows, Mac, ect). I've only used Windows , butsee if you can download the Activesync software that you need there. The e740 was only available with Windows Pocket PC 2002, and will appearantly not sync to Vista PCs, however.

When you initialize your Pocket PC, the factory default values are reset to the status as when you originally purchased the Pocket PC e740.
NOTE:
When you initialise your Pocket PC, all data stored in the memory is deleted. Your Pocket PC's initially installed programs are not deleted.
Before initialization your Pocket PC, remove all storage cards.
To initialize your Pocket PC, please follow the steps:
Turn off the power
Press the power button while pressing and holding the reset switch with the stylus.
Then release the power button
When a screen appears, release the reset switch
When initialization is completed, the Welcome screen appears. Set up the system according to the screen as in the case of startup procedure.

The Toshiba Pocket PC e740 is shipped with an Enabled security feature, which switches off the batteries.
In order to be able to turn on the unit, the Battery Switch must be in a battery "Supply" position. Please check if the Battery Switch is in a Stop position or Supply position.
The Battery Switch can be found on the lower right edge of the unit, next to the "Cradle Connection Port".

The Battery Switch supplies or stops power to the Pocket PC. When using the Pocket PC for the first time, slide this switch to the left with the stylus pen.

The Toshiba Pocket PC's e310, e330 and e740 are designed to work together with Microsoft Windows 98, Windows 98SE, Millennium, Windows 2000 and Windows XP.
Microsoft Windows NT4.0 is an older operating system, which does not work together with the Toshiba Pocket PC's e310,e330 and e740.
Technical background:
The Toshiba Pocket PC's have a USB and a Infrared interface to communicate with a Computer. Unfortunately, Microsoft Windows NT4.0 does not support USB nor Infrared. Windows NT supports a serial connection, but the serial interface is not available for the Pocket PC's e310,e330 and e740.
Note:
There is the possibility to synchronize a PDA over Network or Modem but the ActiveSync Software, which is responsible for the synchronization, will need a "first sync" to establish a "partnership" with the PDA. This "first sync" can only be done via USB.

Section A - How to use a Toshiba Pocket PC e740 without loss of data:
Never let the battery fully discharge.
Never disconnect the battery from the e740.
Regularly backup your stored data.
Always connect the product to an external power source before changing the battery.
Section B – How to backup your data:
B1 – Using Activesync
You can make a backup of the Toshiba Pocket PC e740 data to your notebook or desktop computer. If you have backed up your data to your notebook or desktop you can restore that data to your Toshiba Pocket PC e740. Periodical data backup is recommended.
The following types of data can be backed up:
FILE: Includes files created by Pocket Word, Pocket Excel, Notes etc. or an additionally installed program.
REGISTRY: Setup information of Windows or programs.
DATABASE: Database information from Pocket Outlook.
When making a backup or restoring data please DO NOT remove the Pocket PC e740 from the USB cradle and DO NOT turn off the power to the device until the backup or restore is completed.
Backup Instructions:
Insert the Toshiba Pocket PC e740 into the USB cradle.
A connection between the e740 and your notebook or desktop will be established.
Please close all active applications on the e740.
On your notebook or desktop start Activesync and select Tools and then Backup/Restore.
Select Full Backup.
Select Back Up Now to start the backup process.
B2 – Using a Compact Flash (CF) or Secure Digital (SD) Memory Card:
a) How to insert a Compact Flash Memory Card:
Ensure the e740 is connected to the mains.
Turn the e740 off.
Remove the dummy card if necessary.
Confirm the direction of the Compact Flash memory card by lining up the side grooves of the card and groove edge of the card slot.
Insert the card smoothly and completely.
b) How to insert a Secure Digital Card:
Ensure the e740 is connected to the mains.
Turn the e740 off.
Remove the dummy card if necessary.
Insert the Secure Digital card with it’s contact surface (the metal contacts) facing the back of Toshiba Pocket PC e740.
Press the card down until it clicks.
You can make a backup of the Toshiba Pocket PC e740 data to your Compact Flash or Secure Digital memory card. If you have backed up your data to your Compact Flash or Secure Digital memory card you can restore that data to your Toshiba Pocket PC e740. Periodical data backup is recommended.
The following types of data can be backed up:

I assume that there is some serious hardware problem. In my opinion the best solution is to contact service partner in your country and let them check the unit.
