Probably a burned out fuse on the power cord. Unscrew the end of the 12v plug and check the fuse with an OHM meter or just replace the fuse. Check that you have 12volts at the gps end of the cord.

I have a new RS 15-2142. Followed instructions for programming a LG TV and a toshiba DVD. Remote took codes (blinked twice for each) but devices will not respond (turn on off, change channel start, play)....

I will fix it by returning the item to
Radio Shack. Do not think much ofhe service. Some guy like me makes a suggestion and then you try to up sell to another product.

Camera does not turn on without charger base

I took mine to Radio Shack, because of that same problem. The guy there said that the battery card was not all of the way pushed in. Also, Radio Shack had sold me a 4G memory card to go with it and he, a different guy from Radio Shack, said that that was too much. It does work with my 1G card and he said it might work with a 2G. Who knows. With the battery pushed in correctly, it might work with the 4G.
I have no book, users guide. A girl a the store accidentally cut in half when she opened the package for me. No, she did not give me a new book! Yes, I asked.

Low battery display

My first guess would be to take a volt meter, and check the power pack to see if it's putting out the correct DC voltage(or any voltage). Those things are super cheap!
Then check the plug in on the scanner to make sure your getting a good connection(might have a broken connection to the circuit board). If those are 2 year old rechargeable batteries, they might be getting close to laying down and dying. Hope this helps,, Mechanic
